OSHC Advisory Committee

The OSHC Advisory Committee at Rose Park Primary School plays an essential role in advising the Governing Council on all matters related to the school’s Out of School Hours Care (OSHC) service. Aligned with the Education and Care Services National Regulations and the National Quality Framework (NQF) for Early Childhood Education and Care (ECEC) services, the committee ensures that OSHC is of high quality, affordable, and responsive to the school community’s needs.

Purpose of the OSHC Advisory Committee

The purpose of the committee is to support the Governing Council in delivering a quality OSHC service that aligns with the Department for Education South Australia’s strategic priorities, including safe, inclusive, and accessible childcare. The committee is also responsible for ensuring the service complies with regulatory standards and the NQF, thus fostering a safe and engaging environment for children.

Key Roles and Responsibilities of the committee include:

    • Working with the Governing Council, principal, and OSHC director to ensure that the OSHC service reflects the values, principles, and policies of the school, the council, and the Department.
    • Ensuring that children, families, and staff are involved in the ongoing development and management of the OSHC service, fostering a responsive and inclusive environment.
    • Supporting the Governing Council to meet the requirements set out in the Education and Care Services National Regulations, including health, safety, and educator-to-child ratios, ensuring the service is legally compliant.
    • Assisting in the development, implementation, and review of the OSHC Quality Improvement Plan to drive continuous improvement and meet the standards established by the NQF.
    • Working with the school community and OSHC staff to develop and review policies that govern the OSHC service, ensuring they remain up-to-date and relevant.
    • Collaborating with the OSHC director to develop a sustainable budget, set service fees, and monitor financial performance, ensuring that the service is affordable, self-sustaining, and aligned with community expectations.
    • Providing informed recommendations for Governing Council endorsement, based on community feedback, compliance needs, and financial considerations.

The Governing Council, as the approved provider under the NQF, holds ultimate accountability for the OSHC service, including staff employment, service management, and compliance with accountability standards. The OSHC Advisory Committee serves in an advisory capacity and cannot make independent decisions or act on behalf of the service without Governing Council approval.

Through collaboration and guidance, the OSHC Advisory Committee supports Rose Park Primary School’s vision of a high-quality, inclusive OSHC program that meets community needs and regulatory standards, promoting the wellbeing and engagement of children outside school hours.
